The Stairway to the sky is a large column-shaped tower, located in Roshtaria. It is a central component in operating and controlling the ultimate weapon of destruction: The Eye of God.

At the base of the tower, lies a small shrine or temple. It is a place where those in control of the Eye can observe the ceremony involved in its unsealing and/or activation. Symbols of warning lead up to the entrance, signifying that only the holy Priestesses or the dual female monarchs of El-Hazard may enter.

At the top of the tower, is a flat circular platform in which serves a dual purpose. The three sage priestesses must ascend the tower and by channeling their own energy to power the ancient technology that rests in the tower, first must summon the Eye into its proper position and then must break the seal on it so it may be used as a weapon again. Once it has been unsealed, the dual female monarchs must ascend the tower themselves. Once in position, the tower scans their DNA, thus confirming their identity. From that point on, the two can combine and channel their energy to make the weapon fire when they wish at any target they wish.

The Stairway in the Sky is vital to the Alliance's plans to keep the peace. As long as they control the Stairway, they control the Eye of God, and as long as they control that, they hold the balance of power. Thus if the Stairway was ever to be damaged or destroyed, it would prove disastrous as the Eye could no longer be used, or in a worst-case scenario, it could no longer be controlled if it had been already activated.

The Wanderers has an interesting variation of the Stairway. It is a temple in which two 'souls bound in holy contract' must enter. Once they enter, they each must take their own separate paths to a room in which is divided by a wall of glass or force field. If the two put their hands on mutual activation gem on the wall, both will be transported/teleported to the Eye of God in the sky, where theoretically the control rooms lie. The biggest difference, other than appearance, is that variation depends on a man and a woman to activate the Eye rather than two females.
